ILM-Pact Schools Access Audit

The ILM-Pact Schools Access Audit represents a flagship collaborative initiative undertaken by the Milestone Society for the Special Persons, in partnership with Sightsavers, with support from the British Council. The audit assessed 102 government schools across 15 districts in Punjab and Khyber Pakhtunkhwa provinces, evaluating physical infrastructure, sensory accessibility, and inclusive learning environments for persons with disabilities. Employing universal design principles aligned with the Accessibility Code of Pakistan (2006), a multidisciplinary team of cross-disability experts, civil engineers, and technical staff conducted on-site evaluations of key school areas, producing detailed reports with actionable recommendations and Bills of Quantities. The audit reveals a critical implementation gap between Pakistan's progressive legal framework and on-ground educational reality.
